Wow. So we didn't blow it on the ratification of the 13th Amendment after all?
Gregory Watson of Austin, Texas, penned a letter to the editor of the Clarion-Ledger and claims that, back in 1995, Mississippi actually did properly notify the federal government of our ratification of the 13th Amendment. That's good news, if true.
